Error 401 at in-app purchase "no permission for required operation"

I have an android app, currently in Alfa testing. All good but i struggle solving 1 problem: in-app billing opens, my test account/card available, but after purchase the operation doesn't go through, though I have the purchase token and access token. the error i get is "you do not have permissions to perform the operation" which i need a quick professional help with
