Your system has a local WiFi access point, right? so, make it as a public access point which is connected over internet. You should know the public address of your system and then map this into your access point using port forwarding method

This can be done using ESP32 or ESP8266 boards where it would be able to control within WiFi LAN using TCP or UDP.
