Android Driver Request and tracking

I need to develop an app for my air conditioning company, Web interface: In the frontend a user may request a driver to perform different types of duties ( from taking the technicians to an install job to just paying bills to a provider ). This should be done thru a simple web form. The "cheif of transportation" should then ( thru an admin backend screen ) select what driver is best for the job and assign that job ( request) to a specific driver and vehicle ( light weight vehicle and or heavy weight vehicle ). The frontend amd backend must show a map ( google maps ) with the last known location of all drivers and their route achieved during the day. In the backend the Cheif of transportation must be able to add destinations anywhere in each of the drivers destinations queue. Mobile interface: Each driver has a 7" android tablet, GPS and mobile internet enabled. First each user/driver should be able to log in The app should alert the driver that he has a new destination pending. The app should list all destinations in the order that they are arranged by the cheif of transportation ( by time hh:mm / dd:mm:yyyy ) The driver must set each destination as a Milestone or Waypoint, thru a gps coordinate at the time of arrival. After each milestone is set the app syncs with the web and is visible in realtime in the calendar in the frontend/backend. The driver may have these options at the time of an arrival: " milestone successful " , " milestone fail " ( if milestone fail then comment why ) The admin/backend must also provide a graph report with: kilometers traveled vs number of milestones achieved ( from day one to day two ) ( per driver or all drivers ) This report should be downloadable as an excel file when needed. The admin should also be able to edit drivers ( add, edit or delete a driver ) I'd like everything as Native as posible I will provide the GUI I just need the programming. you just need to tell me the size and format of the graphic files to use in the UI so I could export to you.
