High-pitch tone transmitter + receiving app code

What I need is a piece of hardware transmitting a constant high pitch tone not hear able to humans that send info. This sound would have to trigger an app or be detected when the app is opened. The device would have to be able to be plugged into the wall socket. You should be able to change the tone when connected to a computer. Make the transmitter as simple as possible and with common parts. This to ensure flexibility to possible mass production. Something alone the lines of shopkick and sonic notify. -provide full documentation of both hardware and software. Please only serious people.
