Deliverability Constultant - MTA Configuration Deux

Here is the result I'm looking for: I would like to be able to send messages round-robin through 5 domain names with each domain name being assigned 2 ip addresses. I would like to be able to modify this so that I can add/remove domains. For example, if today I only want to send through 4 domains and 8 ip addresses, I want to be able to disable the sending through 1 of the domains and leave 4 turned on. Furthermore, as I had previously specified I want to comply with all ISP standards: SPF, DomainKeys, Sender ID, amount of messages per connection, retry period, etc. I would like to be able to control how many messages the server sends per domain per ip address. For example, I want to say that [login to view URL] can only send 200 messages per hour to yahoo.com. I would also like that we comply with all ISP standards. For example, for yahoo we only deposit 5 messages per connection. Also, for yahoo, we set the delivery retry time to something yahoo is happy with--i dont know what that is. We will need to tweak it.
