Block bots on Apache2

Hello, This is a fairly simple project. We have a server running Ubuntu and Apache2 and we need to block bots at the [login to view URL] level (to cover the entire server). .htaccess is not an option. We're looking for someone with experience that ideally has already done this, ie a Unix admin rather than just looking it up online. Thanks, Jason
