Provide tracking code to fire a Google Analytics event when a certain pixel loads

I am looking for someone with proven experience in Google Analytics Tracking and also JavaScript. Basically, my client is a hotel, when there a user searches for a room and there is no availability the booking engine loads a 1x1px pixel. I need tracking set-up to track if and when that pixel loads, to then fire off an even to Google Analytics. In the attached image, you will see the image URL that I need to track. I need code set-up to fire an event if/when that URL is loaded onto the page. I need a quick turnaround on this. The bidder must be proficient with Google Analytics and JavaScript. Ideally also Google Tag Manager. There may be possibility for additional projects from this.
