Long-Term (3rd-party) SEO Provider | Backlinks, Social Signals, Articles | Experience + Competitive Price

I am the owner of a small, successful, local website development company. I am interested in hiring an SEO provider to both boost my website(s) SEO rankings, and to also offer your services to my own clients. I personally have decent experience in SEO (reversed Google Penguin Penalty myself, on a site of mine that was hit hard years ago), however, I do not currently have the resources to run an SEO operation on my own, and prefer to outsource all SEO work to an external provider/partner. === Scope of Current Project === Currently my website (which you will be working on for this project) has a decent SERP rankings. Approximately ranked #7-9 for my main keywords, while no SEO work has been done at all, except for a couple footer backlinks from the sites of my clients. I am not in a rush, I would prefer a slow and steady rise of my site in the SERP rankings, until I am in the top 3 spots, preferably #1. I would like an effective, constant flow of Backlinks, Social Signals, Articles, etc... over a period of 6-12 months, and would like to maintain your services indefinitely to solidify and keep my position. My keywords have what I consider weak competition; the sites ranked above me have PR 0-2 ratings with no significantly strong backlinks (I know that PR is outdated, but just for reference). My Keywords and Competition are all country specific. I am targeting a small demographic, a country of population ~1 Million. Therefore, both my clients, and my own website, will rise in rankings very easy and quickly with just a little SEO effort. Still, I require that your services are of high quality and only the safest SEO methods, with no spammy backlinks that could get me penalized. Otherwise, I do have a couple other businesses I own that are Global, but again, their keywords have weak competition, so there is no great task of reaching to #1. Since I haven't been involved in hiring for SEO for quite a while now, I'm unsure of what price range I should ask for. Please bid competitively for 6 months worth on SEO service on my website as described above, which faces lower end cometition. === End Scope of Current Project === I would like to hire a provider who: 1) Can provide the various essential SEO signals for my websites: Backlinks, Social Signals, Articles, etc... I do not want to have to go here and there to get these different services 2) Has a great track record, is polite and easy to work with, reliable, responds timely, etc... 3) Has Competitive Pricing. I am a businessman, so I am aiming to make a (small) profit while re-selling your services to my clients. I am very straightforward about my goals and expectations. Your prices should be competitive enough, so that I can make a small profit, while keeping my own prices to clients reasonable as well. 4) Can provide me proper reports and tracking of work has been done regarding each aspect of SEO. 5) WILL remain in this field of service for a very verly long time. Preferably is a "Team", especially since this is a long-term partnership. 6) Is flexible and straightforward. You should be able to provide me with the amount of backlinks, social signals, etc... that I request, rather than only limit me to specific "Packages" you have available. ----- Since I have been in this web industry for quite a while now, I know the importance of clarity and specifics with projects. I will not give you vague requests, or expect you to figure everything out on your own. As much as possible, I will be clear on what I require of you, yet at the same time, I look forward very much to your feedback, since I haven't been actively in SEO for a few years, I may not be most up-to-date with the best and safest techniques.
