I have good experience in android app development. I am new to freelancer so dont have much rating. Now firstly you should have a hosting account and a domain name. If you dont have, I'll help you in buying one. Next I'll develop app within 3 days, and will provide you with admin panel. Admin panel will be web based and not mobile based. Payment Terms: The payment only includes the development charges, you should bear costs for app store and hosting account. The payment has to be made 75% in advance and 25% on publishing app.
