Map in ai. file

I need this map made. The general outline is given in the bottom and all the features within it. I do not want the edges as sharp but I want the majority of the map kept. The black and white village above gives samples of what I want all the buildings and places to be like in my map. I would like the map to be sitting up on a double layer type thing how some maps are. Further details can be discussed because I know the post is somewhat vague.
