Encrypted and Decrypted File Transferring System Within a University

HI The system that I need to simple Encrypted and Decrypted File transferring system within a university website. The university name is Umm Al-Qura. Where the admin can add, delete and update Lecturers and students after the user (Lecturer or Students) login, The user should be able to send messages or transfer files to other users The main feature is: -Messages are encrypted and decrypted (Using Asymmetric Algorithm). -If the user entered a wrong password for three times, then the website sends him an SMS message (The phone number that the admin registered the user with). - Implement Anti spyware and anti viruses features. -Chatting Room (IM). -Programming Language: C# (or programming language that you prefer to accomplish the research). -DBMS: SQL server. -Methodology used: Waterfall Methodology. -Supports both internet protocol FTP/IP. -Support LAN/WAN. -View Chat History. -Create App store application for the website.
