After Effects Production Artist - ongoing 10hrs/week

I'm looking for a provider I can work with to complete After Effects projects that I design for clients. The work must be done in AE CS5 and I'm willing to pay $6-12/hour to the right person. I have projects ready for immediate hand off and I would expect to have about 10hrs a week worth of work on average at first which could gradually increase over the first few months.
