Creative Illustrator needed for converting manual design into vector blue prints.

Looking to take a still image and convert to a vector based illustration (black and white, outline border) made in adobe illustrator as an AI. Instructions: 1) an illustrator to manually sketch full-body scales from the Mystique character (as shown in attached images) 2) sketches in this context are referred to as hand drawings, illustrator images, or manual drawings. 3) sketches need to be full-sized, as these images will be used as a stencil for the human body and need to reflect the life-size dimensions of the images attached. 4) sketches need to be outlined in black only with standard white background, unless otherwise stated. 5) the detailed and small scales throughout, as shown on the bust area, should not be to small, as these images will be used to duplicate into a stencil and create a latex 3D peel-off application. Sections that have smaller, detailed scales, you should increase the size of the scales slightly and decrease the amount of scales used. (the smaller, sharper scales, as seen on the chest and other areas) 6) sketches need to converted into vector blue prints. 7) each individual section of the Mystique character will be individual files specifying the sketched area, i.e. face, neck, shoulder, chest, umbilical, abdomin, hips, thigh, leg, upper back, spine, lower back, upper arm, lower arm, and hand. (refer to attached image) 8) label each file as follows: Face (label R and L), torso (F and B), legs (F and B), arms (L and R). Also, label the sub-sections of these main categories as indicated in number 7. 9) face drawings should be separated into 3 parts: forehead, left side, right side. 10) include the three red cut marks on the upper torso. 11) back side of image not available with a clear image. Follow the examples and create scales going down the spine (approx 3 inches wide or more) and at the waist, bring the scales around the side, as seen in the front side.
