GEOLOCATION Track for Search and Rescue Company

Please ONLY RESPOND IF YOU ARE ABLE TO MAKE THIS SOFTWARE AND HAVE BEEN ABLE TO MAKE IT IN PAST> I am looking for software that gives me the ability to track a phone number and get its exact location by using cell towers just BY HAVING THE PHONE NUMBER and PHONE NUMBER ONLY. I need this to work in the US. I own a Search and rescue company and I feel this software will save countless lives if made. Rest assured I will have local Law enforcements permission before use and or the family's permission of the missing person we are searching for. AGAIN I NEED THE SOFTWARE TO GIVE THE EXACT LOCATION OF THE USER.
