Action script 3 and flash work

Hi, I need a flash/action script designer. to customize a script i have in AS3.. The customization needed are 1) facility to upload images in the designer. 2) increase the overall size of the custom designer - 3) add transform tool to the images.. 4) display borders of specific objects on selection.. All payment will be given only after complete testing and approval of the product and the code. The code should be open source. no encrypted or paid tool should be used. or givne as a part of product code. Thanks regards
