Almost certainly there will be a standard remote control chip that can be used, or if not, a low cost microcontroller would work. I would use a separate PCB for the IR receiver. Mixing digital and sensitive analog on the same PCB is not a good idea especially if you are a novice at PCB layout. The design is going to involve a microcontroller and they can be noisy. If you decide to use a separate PCB you can probably do most of the design yourself. Let me know how I can help.
