Obviously we should have some api endpoints in order to keep our client apps "thin". I assumed that you already have that SQL db on Azure, so we can build some ASP.NET Core MVC REST apis on top. Such api's could have VERY good test coverage (using unit/integration tests). It will allow us to keep all business under the hood, reduce bugs amount and so on. We can integrate any client frontend technology with that. I'm most experienced with ASP.NET Core MVC as web client technology and WPF/MVVM/Prism as desktop technology.
