delphi application to consume a rest based service from a pc

This project involves the following: 1. using twilio rest based api and twilm from a desktop app. 2. dial my number on twilio via the rest api. 3. record a voice mail. 4. show the playback url. you will use the pc headset or speaker to record the message. i have a twilio number you can use for testing. please see the attached screen shot for the buttons and actions required.
