Build simple Video Editor clip/trimmer that functions from CSV timestamps

Goal - To take youtube/video timecode/timestamps and automatically make mp4 clips of those specific videos. So if there is one video and user has generated 20 timestamps through out the video, I would like those clips separated in video files automatically generated from the CSV. We have open source editing frameworks to work with - [login to view URL] Timestamps from youtube can be collected into a spreadsheet which can then convert into TIMECODE [0:00:00:00] or whatever time stamp kind which is suitable for the project. using Openshot there is the cloud option OR the windows 10 framework you can work with - - [login to view URL] [login to view URL] [login to view URL] [login to view URL]
