Hello, I think I might be a right candidate for this job. I have experience with GIS systems and some of the formats. What do you mean by an automated process? Could it be console application that you could start whenever needed? Also for better evaluating the complexity and time required I would need to see the sample files and as many information about the format as possible. For decoding the format it would also help to have utility that encodes them for analysing differences.

Hi, I have large amount of experience doing this kind of programming, I have worked in the telecoms industry for 10+ years where I had to do a lot of decoding and data processing of telecommunications data such as call records which is very similar to what you require. I have a lot experience in disassembling applications as well. I work freelance for a number of telecoms companies on retainer due to my specialist skills. I am hard working, have excellent communication skills and always deliver a project on time and to the highest quality. For this project I would create a windows service in C#, I'm assuming there would not be much configuration for it so would either have the configuration in an XML file or I can create a UI if required.
