C# Utility to convert an existing Windows EBS AMI to an Instance Store AMI

I would like a utility application (can be UI or console) which accepts as input Amazon AWS credentials (AWSAccessKey & AWSSecretKey) and a Windows AMI ID It should then generate a new Windows AMI based on the input AMI ID, except instead of being EBS based root, the new Windows AMI should be an Instance Store root. You can assume the AWS credentials will have any permissions necessary, just document which permission are necessary to complete the task.
