Custom Adware program needed

Hi, i am looking to get a custom adware software made. It would be able to be installed by a user (after them allowing it obviously) , then it would display popup/popunder ads based on the sites that they visit. The software must also be able to target by the users country, or state. It needs to be cached so it can work offline as well. It needs to contain ad scheduling, tracking, click counters, count views. Also this needs to be connected with a web based tracking system where i can upload new advertisements and be able to target the users. This will display ads related to the meta keywords and description the user is on. For example, in the web based tracking platform i would upload a ringtones advertisement, and i would put that i want my ad to popunder when the user is on ringtone related sites. So the adware program would read the meta keywords/description as well as the content of every site the user goes to and when the word ringtones comes up in the site then that ringtones ad popunder would trigger and popup/under.
