Rebroacast IP camera

I'm looking for a solution to rebroadcast an IP camera (such as panasonic BB-HCM381A etc) to a wider audience. The stream that comes directly from the camera is very smooth and nice video, but once it's converted to wmv etc it looks choppy and not as clear. I'm looking to either build a rebroadcasting server that can distribute the feed to many viewers or find one that already exists and modify it to my needs. you can find documentation on this camera at [login to view URL] (look at the cgi document)
