Bots

I need a bot which will auto refresh a page and does a checking on the page. Once it has any updates, bots it will try to match the requirements and will does the required work on another website. Hereby I have attached the specification on it. Only serious programmers are allow to bid and no project managers around. I wish to deal directly with programmers only . This is an urgent project. Please show me your previous related project.
