Android Proof of Concept for Internet Filter

I am looking for an Android proof of concept. The code must intercept all HTTP traffic and I must be able to reject or accept the request based off some rules I will create. But for the proof of concept just have a method that returns true or false and default it to true which will allow all traffic to go through.  This can be done through a VPN filter if it doesn't require the User to accept the install of the VPN. I want the user who installs my App to not have to acknowledge, because the nature of the software they will know the filtering is going on.
