Hello. This particular effect you are showing on Kanye's video is actually done in camera(While it was being shot they were flickering the light on set to create this effect) and not in post. However there is a very easy way to do that in post and achieve a similar look but it won't look the same as in the example you sent. I can send you a sample if you want.
