DLMS to DNP3 Conversion Feasibility

I would like to receive a short discussion e.g. 200-500 words regarding the possibility of converting DLMS/COSEM messages to DNP3 and back. This would be in a system that has a host DLMS system and a DLMS smart meter but needs a low-bandwidth link in between the two. The preference is to run DNP3 over the low bandwidth link. So it would enable the host to send a request for meter data in DLMS to a link system that converts the messages to DNP3. The link system forwards the DNP3 messages over the low bandwidth link to a remote system. The remote system would convert the DNP3 messages back to DLMS and talk to the DLMS meter. The meter would respond and the meter data would be sent back over the link in the reverse order (DLMS-DNP3-DLMS). This job is just to write a short report 200-500 words on whether this makes sense, is possible and what the issues are. I understand that authentication and encryption issues may make this very difficult or cumbersome, if not impossible without breaking some DLMS features. The system should preserve the security of the DLMS protocol. You must have knowledge of DLMS, certainly, and some concept of DNP3 or possibly an equivalent. I know about protocols, encryption etc etc and have read some DLMS and DNP3 specs etc but I haven't used either. You should know more than me about DLMS otherwise don't bid! Thanks
