Design a Facebook app that posts on behalf of others -- 2

This is for a Facebook app design only, no programming involved, no interface to draw, we only need some information. It also doesn't involve marketing, just Facebook posting on behalf of others. If you have no experience building Facebook apps please do not bid. We have a web page where logged in users can use to send notifications to their own customers. Assuming that these users all have their own Facebook page, we would like to implement a common service that enables them to send a message on their own facebook page through our web page, so their customers can be notified, them being a fan, etc. Requirements: - Must be based on PHP, MySQL,Perl - Ultimately the perl script needs to send the notifications to the users' Facebook account; the PHP code can't talk to Facebook directly, only to MySQL - We need to understand the complete app process flow - We need to know which information the web site users will have to provide to us so we can store the appropriate info into MySQL (login, id, etc.) or else, we need to understand the flow from their point of view - Specify which Facebook API, version and set of functions will be used - Need to describe the process of publishing this Facebook application in relationship to our personal and business account - We already have a personal Facebook account with an AppID created - We also already have a business account If this project succeeds then a second project will be created for the coding, we would prefer to be the same person that works on both.
