Basic PL SQL Oracle

I have attached all relevant files for the project. The database schema is in "[login to view URL]", a sample SQL file to put the queries in "[login to view URL]" (rename to .sql) , and the assignment itself (#1 and #3) S13-proj3.pdf. There is one function to write, and one procedure. The TA has told me it is a "45 minute project" but I just don't get it. A few comments in the code would be greatly appreciated, so that I can follow what is written. I will be more than happy to include what ive started as well, I just do not know if it will be any assistance. I will run any code required on the remote oracle server, and assist as needed in anyway I can. This is due 4/10 at 6:30PM...im really stuck, someone out there please help me.
