Applescript for Plotting Files

I would like to have a script where I can drag-drop a data file from any folder, and it will be plotted, and exported as a pdf file with specific size (H x W = 2 x 3.3 inch, for scientific paper) to the original folder. Examples data are attached. The idea is to have this script as an OS X service, or attached to a smart folder (drag drop files). Preferably the plotting is done by IgorPro, but MatPlotLib is acceptable.
