convert formatted text file to URL

I want an app/service that checks for the presence of a file on the local drive, reads and converts it to a URL,? sends to a device and deletes the local file. TitanTv has a text file that can tell Showshifter how and what to record on TV. I want to use that same file to send a URL to a Series One Tivo (with cachecard) to record a show manually. I have both the URL format and the? titantv schedule file. I even have info on how to set the time correctly for the program, just no programming skills. this is for personal use in a home theatre.
