Convert DT App (VB+Access) to web App (PHP/ASP.net+SQL

This is an "in-process" project which may be about 40% complete. _It is up to each developer to review the source code and decide if he wishes to work with what has already been done (and agree to support it going forward) or if he wishes to start from scratch using this work as a template and road map only_. PLEASE SPECIFY IN YOUR BID WHICH APPROACH YOU WILL TAKE. The important part of the project is converting an existing, complex desktop windows VB application that now runs over Access 2000 to a web-based, PHP or asp.net application that runs over a singe SQL Server DB. Currently there are four separate in-use and fully populated Access DBs that are each housed independently with their own copies of the VB input/output application. Each of those DBs has a Design Master and multiple replicas which are synched weekly. At one time all those Access 2000 DBs were one Access 2000 DB. They were separated for ease of management and to ensure better stability. The assignment is to re-merge those 4 MS Access DBs to a single SQL Server DB that will reside on the website and interface with the existing online SQL server DB. The existing online SQL server DB already contains a set of data from each of these 4 DBs (we have imported a set of filtered data five times from the Access DB to the SQL Server DB).
