Automated Site with Networking

Basically, I would need code designed to work with a site that I would create. The user would be able to sign up for free, and get a free webpage (in a directory of the main domain). Anyone who they referred to their site who signed up too would be given the sme free website, and would be placed under them in a downline network. At any time, a user may upgrade their status for a fee, at which point the person who referred them would receive an affiliate commission. Users would need to be able to log in, and check how many people are below them in the network, and what these user's status is. They would also need to be able to check what commissions they have earned, and when. Autoresponders would need to be set up, so users would be informed when someone entered their downline, when they earned a commission, and when other inportant events happened. All the relevant information for all users would need to be downloadable into MSAccess, through a delimited text query or otherwise. This would all need to work in Internet Explorer and Netscape in Windows 95 or higher. Please let me know what other information would be necessary to begin work on this project.
