Built in video and audio capture application for your site

I need to be able to give our online visitors the ability to record themselves (provided they have a mike and perhaps a webcam) and submit their recording to our site for review. It could use flash as a means of streaming similar to what <[login to view URL]> does. Users would record themselves from their computer (a 6 minute maximum audio clip or a 4 minute maximum video clip with a maximum file size (60kb or so) to conserve bandwidth) and that clip would be stored on our server. A moderator would need to be able to moderate the clips and you would also need a built in function that prevents users from recording themselves more than a designated amount of times per month to prevent overuse of space and bandwidth (such as a maximum of 15 times) so your application would need to be able to see a users ip and prevent that same user from overloading the service. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
