Clone of eportfolio site

I would like a website created that allows visitors to login and maintain an assessment e-portfolio plus allow them to socialise with other users on the site. All accounts need to be verified and paid for before they are active, with either a yearly, monthly or lifetime payment. The e-portfolio should be similar in functionality to nhseportfolios.org. However, the website is for teachers not doctors. The whole eportfolio system should theoretically be able to support thousands of teacher accounts. These are: supervisor, password deaneryadmin, password multirole, password (this is a Tutor, Supervisor and Deanery Admin to show the Switch Roles functionality) They directly influence what that trainee sees.
