Design and Development of eSourcing Software C#, ASP.NET

We would like an eRFX, eSourcing software platform designed and built. The application needs to be web based and written in C#, ASP.NET with a SQL Server or MySQL backend. I have attached a very brief software specification document will provide the requirements and scope of the eSourcing website, including the background software and functions. The eSourcing site is not an existing web site and so requires complete construction from start to finish by the developer. A test site has been created for the developer to get the look and feel of the where we have gotten to. Only companies suitable will be given access so proposal first so we can judge your understanding. I only want reputable companies to respond to this request and I expect a written proposal of what you can do, have done and experience in developing similar software. The eSourcing website will combine several elements of procurement software in a single suite, for the initial phase (Phase 1) of development the suite will comprise of: (Phase 1) • Request for Information (RFI), • Request for Quotation (RFQ), • Request for Proposal (RFP), • Procurement Forward and Reverse Auction • and Contract Management. • Website design and development to promote the product with CMS • SEO Subsequent development phase’s (Phase 2) & (Phase 3) so ensuring that the platform and data base design will be able to adapt additional elements: (Phase 2) Supplier Relationship Management (SRM) Key Performance Indicator tracking (KPI) (Phase 3) Project Management and Workflow Spend Analysis This specification is only intended to focus on the creation of a functioning RFx, contract management, and auction site (Phase 1). The preliminary goal of the eSourcing site is to provide an interface for procurement professionals (buyers) to structure a web-based form for input of pricing for goods or services from a short-list of potential vendors, (Suppliers) then use that pricing structure as the basis for an electronic auction, or eAuction (typically as a reverse auction, where the buyer and seller roles are the inverse of a traditional auction). I would like to contract a company who pays particular attention to the architecture of the software as we will have changes in future. At this stage, I am seeking an indicative costing to work with myself and the project manager to build a functional specification. We are a new start up company so we do not have an endless budget, this is why we have decided to have the specification built first and then if our platform can be built within budget we will further engage the market for pricing on the build of the software. This project is to be completed in several stages, the first stage will be for a suitable provider to help us complete the development of a detailed specification. The second stage will be to build the actual software in several steps but this will more than likely be a separate project. Finally the final stage will be writing the training material and how to guides for the software and building a website to host and help promote the platform along with a CMS. We are looking to work with the supplier for the entire journey as long as it is within budget. Please respond with a written proposal with expected costing for the entire project.
