Create Access DB from Spreadsheet

I need someone to create an MS Access DB using the fields of a spreadsheet. Plus also have the graphic user inter phase where the end user can enter in the data, and it be saved to the DB on a remote server. Then from the DB i have to be able to export out a report in EXCEL 2010 format with all the fields. This should be a rather simple and fast project. I am not good with MS Access so i cannot do it myself. So the users need to be able to install the graphical user inter-phase on their machine that connects to a server where the data will be captured. The report exported has to look like the excel spreadsheet that will be provided for the fields.
