A Persuasive Email Campaign

I currently manage a job portal with about 40,000 job seekers on the database, but due to the fact that we have to re-structure the business we went under for a while and as a result we lost contact with a huge number of the job seekers. Now we have introduced new intuitive products and have revamp the entire website, we need to get these lost job seekers back on the website, let them know that we are new, bigger , better and faster than ever. So for these reasons we want to launch a very compelling email campaign that will restore confidence back to our users (even though we still have them on our mailing list). And also a landing page that will captivate and make them click on the action button. We launched a come campaign recently but looking at the rate of response and analytic it was quite discouraging.
