ASP.NET Web Service - Convert Local Date/Time to UTC Date/Time

The project is to develop an ASP.NET web service that does the following: 1 -- INPUT: Date/Time, Latitude/Longitude of Location OUTPUT: Date/Time in UTC 2 -- INPUT: Date/Time in UTC, Latitude/Longitude of Location OUTPUT: Date/Time in Latitude/Longitude of Location Note: The latitude/longitude is used to determine the time zone that must be converted from/to. The date is used to determine whether daylight savings time is currently applicable in that time area. You will need to identify and use a source that tells you the time zone of a given latitude/longitude location. If a database is required, then is must be in MS SQL 2005. This MUST account for daylight savings time properly. You must develop a simple web page to demonstrate and test functionality. The following web services might be helpful in identifying the time zone from the latitude/longitude: <[login to view URL]> <[login to view URL]> ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
