Webpage that displays a filtered tweet

I am looking to build a webpage that can display a filtered tweet. In this case, the twitter account would be any of the top 20 twitter accounts (you can pick the one you want) I would like the ability to select some phrases or words found within one of the past tweets (e.g., "No Collusion"), and have the webpage display a tweet from the twitter account that contains the phrase selected. If there were more than one tweet matching the condition, the code would select one by random (as well as the display the number of other tweets that met the criteria). Other deliverable requirements include: 1. A configuration area to allow me to select which twitter account to pull tweets from (I would enter the twitter account name) in this field. 2 Which word or phrase to seach (I would enter a word or phrase that, if exists in the twitter feed/history of the account, would appear - along with a count of other tweets containing the same phrase). 3. An option to select a time-frame from which to seach the available tweets. 4. An ability to randomly display a tweet with each refresh of the page or click of a button.
