We could add code to your project creation submit button to retrieve the required data and calculations when the budget is created, store the calculations and budget id to a table and update on the next budget creation. or should we just update the budget each time the page is refreshed for that specific user logins budget? Do you want to setup customized page for each user login displaying their personal settings and maybe have an administrative login where you can add or disable users?
