I would like to transfer my existing website to a content management system that i can hire writers they can sign in and write. i WANT IT TO LOOK GOOD. Please pm me for the website url. It was built using dreamweaver. If you have any questions or concerns pm me. This job will lead to full-time work if the job is completely satisfactory. Also note i put this into five different categories non which i think are totally appropriate for this project but i don't see any categories that are, on this site. I put it into the joomla category but that doesn't necessarily mean that i want joomla. I rather use something a Lil better but with the same sort of features. Pm me for the website url.

With your budget to have a site that looks good you should think about using a stock template. Then the site can be transferred to a CMS like Joomla or WordPress, either should work in your case.
