Data extraction and server maintainance for app with more than 1 million current installs.

I need a developer who have good experience on : 1. Data extraction from difficult site with ssl encryption, cookies, in future might be captcha. 2. Server maintainance ( things like scale up instances ) This task is not regular work. But you only have to work when structure of the site changes or some databse gets down or traffic increase ( this usually happens in few months). I would make a contract with and pay on per month basis. The only requirement is you have to be prompt when some problem happen.
