Play sounds on timer

Hi, I need someone to find me an existing solution or write some code to do this: I have an annoying neighbor that disturbs me with their sounds. I want to build a simple app that sits on a Windows 10 laptop. The laptop is connected to an amplified speaker. The app has a web interface that I can connect to from my phone on my home network. From the web interface I can select a category of sound (e.g. door slam, baby screaming, shouting, something dropped on the floor). For a category there may be one or more sound recordings. This can be done easily by just having a folder called 'sounds' in the program directory and then each sub-folder below 'sounds' becomes a category. The program will scan the 'sounds' folder and populate the category list from the sub-folders. I can then easily add or change sound files in those folders. Sound files will be in wav or mp3 format. The web interface also allows me to schedule sounds to be played as follows: Category of sound: Time: Immediate or at a future time (hh:mm) in the day. Repeat: How many times to play 1-100 (default 3) Delay between Each play: 1-1800 seconds (default 30) Randomness from time: (0-50%) (default 25) Example: Time is set at 6pm, repeat is 3, delay is 60, randomness is 50% so it will play at 6pm, 6pm+60seconds (+/- 30 seconds), 6pm + 120 seconds (+/- 30 seconds) etc. Multiple sounds can be added to the schedule. I can see the schedule ahead (in time order) when sounds are queued. There is also an option (X) against each scheduled sound to delete it if required. For each category if there are several audio files in the folder then it will select one to play at random on each repetition. If there is only 1 file in the folder then it will just play this. Add on options (quote separately) - Record sounds from microphone. Do not record silence. (i.e. needs to be sound activated recording). I believe there are free or low cost solutions to do this already. - Play back recorded sounds at random intervals and random number of repetitions. - Have some way to recognize different sounds (e.g. door slammed, scraping furniture across the floor, shouting, dog barking)
