Labour Scheduler App

I have a requirement for a new, very simple stand-alone app for labour scheduling. There will be "Positions" which define the role an employee does An employee would be setup in a Position/role and details can be recorded for each employee, including rate of pay (in GBP), name, address, phone numbers and other notes fields. A calendar, showing a day, a week or a month Shift (selectable option), can be displayed and an employee (from a list on the left probably) and then a "shift" can be added by clicking on the start time and draging to the end time of the shift so there is a line . This shift can be moved along the timeline by dragging it along. A report of the saved Shift should then be available showing each emplyee and their start/end times per day, with an option to include the cost for the period shown. This must be easy to maintain in the future. The UI app should be in vb.net with an SQL back end and include an installer which would cope with installation on a new clean Windows PC. In future a web browser access and/or an Android app may be needed but for now the quickest and most cost-effective solution is required.
