unicode freelance website

We are going to build up a freelancer website with following features: 1. the website scripts should have the commons features as the SCRIPTS shown at: [login to view URL] PLUS: Agency account management system--- something like affiliate program with special rate, and the member (agent) can check their earning. 2. the website with Four Entrances (link to ) Russian, Simple Chinese, traditional Chinese, English Independent edition ( the scripts should be able to handle Unicode) we are looking for someone with unicode/Chinese/ Russian Freelance website experience to build up the website.
