Can you turn a vision into a compelling UX/UI?

I'm building an online platform to change the nature of recruitment in the education industry. I need an exceptionally capable and creative UX designer to turn a product vision, a list of features and user statements (as a user I can x), into a clickable mockup ready for testing. The right candidate will be available to start immediately and work full time in collaboration with the product owner (myself), a technology architect and potential customers for testing. This is not for someone who wants to be told a description of every page. It's for someone who can turn a vision into reality. UI, front end and branding skills very helpful (to continue work into the next phase).
