30 spokes, 30 tunnels to the openvpn server (?)..specific application is 30 ip cameras at different sites back to an NVR at the central site. Connection needs to be encrypted. Need the roadmap for routers, firmware setup, etc.

This is doable i would recommend using an AWS running an OpenVPN instance as this will allow you to have guaranteed bandwidth, close to 99.9% uptime and will be highly scalable. Now on to the client side of the equation you would need and i think you already know as you mentioned it earlier dd-wrt/openwrt/tomato router would be perfect as the clients. Will there be any other traffic across the VPN other than the IPCamera data, this should be taken into consideration first as this could have an effect on the transmission of the camera data. What type of NVR and cameras are you using.
