I need you to develop some software for me. I could create such apps for you. Please contact me to provide exact requirements. I suggest to start from Web-Site for entering data. Then we could create simple page to upload photos. Then if you will want more (for example tracking delivery route) we could create an app and extend functionality with GPS etc.
