As I read your project description what I understood is you need a plugin or extension for Amazon Alexa home kit. If there is any unwanted noise is in the house when there is no one it got alert and start to record that voice. And it should send a notification to the user about it. It should be more like a security purpose. That is a very useful thing I say and I am interested to develop it. All through the budget is a way to less.
